The Department performs entrusted tasks of the state administration related to: economy, activities related to performing activities of crafts, catering, providing services in tourism, trade, road transport, agriculture, forestry and forests, tasks of establishing and maintaining the register of Christmas tree suppliers, spatial planning, waste management, property law affairs, repossession of confiscated property, fees for deposited and expropriated land, amendment of agrarian decisions, reconstruction and housing, jobs determining the fulfilment of spatial conditions for performing the activity of a nanny in residential or business premises, affairs determining the existence of conditions for establishing a theatre, affairs of personal status of citizens and marriage, conclusion of life partnership, determination of numerical marks of creators and recipients of acts in the County, keeping records of political parties and independent councillors represented in the representative bodies of self-government units, convalidation of acts issued in cases of administrative nature, state registers, records on Croatian citizenship and register of life partnership, register of voters, register of associations, foreign associations, registration in the register of foundations and register of foreign foundations and keeping the register of foundations and register of foreign foundations, determining reasons for termination of cooperatives, provision of legal aid, expropriation activities, activities in the field of social activities related to the legal status, status and exercise of the rights of Croatian Homeland War veterans and members of their families, exercise of the rights of military and civilian war invalids, right to legal aid (primary) from the Law on the Rights of Victims of Sexual Violence during the Armed Aggression against the Republic of Croatia in the Homeland War, Rights of Displaced Persons and Refugees, Funeral Services, Health Insurance of Uninsured Persons, Sports Activities, Social Welfare, Collection and Provision of Humanitarian Aid, sailor and persons employed on board maritime vessels, records of collective agreements, certification of narcotics books, activities of pre-school education, activities of primary and secondary education, adult education and technical culture.

The Subsection for Property and Legal Affairs performs administrative tasks related to:
- expropriation of real estate (provision of proof of condition and value of real estate, full expropriation and incomplete expropriation by establishing easements)
- compensation for expropriated and deposited real estate if the compensation has not been paid by the entry into force of the Expropriation Act (Official Gazette 9/94, 35/94, 112/00 and 114/01)
- cancelation of the decision on expropriation, if the expropriation beneficiary did not build the facility or perform the works for which the real estate was expropriated
- compensation for property confiscated during the Yugoslav communist rule (construction, agricultural and forest land and forests, companies, apartments, business premises, ships and boats, movables)
- supplementing agrarian decisions
- completion of the initiated proceedings regarding the occupation of the land of the former public property
- transfer of land to the ownership of local self-government units
- determination of ownership rights on tourist land and other construction land not valued in the share capital

The subsection performs administrative and other professional tasks in the field of reconstruction and housing in the Zadar County.
Implementation scope
Administrative scope of reconstruction:
- reconstruction, repair aid and aid for equipping war-damaged or destroyed buildings (family houses or apartments of I, II, III, IV, V and VI degree of damage), return of own funds for reconstruction, repair of war-damaged buildings, relocations and exchange of the recognised right to reconstruction with financial contribution, other facility or accommodation in a social institution, compensation for material damage due to terrorist acts and public demonstrations, and issuance of certificates and statements on submitted requests for reconstruction / support;

Administrative scope of housing:
- Determining the right to housing care for housing beneficiaries in accordance with the regulations governing the status of refugees, displaced persons and returnees in the area of special state concern, i.e. in areas outside the ASSC. Addressing the status rights of refugees, displaced persons (only in the status review process) and returnees.
